			<content:encoded><![CDATA[<p>First, what is the problem with the range of insurance policies on offer from the insurance industry? Why is it necessary for the Department of Insurance to intervene in the market? The answer is simple. California has been hit hard by the recession. Gone are the days when people were proud to live in the &#8220;Golden State&#8221;. The problem is seen most obviously in the repeated failures of the state to deal with its massive deficit. Now translate this into the millions of people living in the state who cannot find work paying enough money to live on. Their poverty means it is impossible to pay for insurance and eat. Not surprisingly, millions of drivers are on the roads without insurance. In 2008, the Department of Insurance estimated about 18% of Californian drivers were uninsured. Since then, the unemployment rate has doubled.</p>
<p>Why is this a problem? Well, although many drivers buy uninsured or underinsured cover, you have to be able to identify the other driver in the accident. If you cannot, say because it&#8217;s a hit-and-run, you cannot show the other driver was uninsured and so cannot claim on the policy. Since most uninsured drivers prefer not to wait around to admit their criminal offense (that costs them a fine and may result in their vehicle being impounded), all that can, drive away from the scene of the accident as quickly as possible. That is bad luck for you and great news for the insurers who take your premium and rarely have to pay out.</p>
<p>The Department of Insurance believed there were a hard core of the poor who felt guilty about driving without <a href="http://www.allstatescarinsurance.com/articles/california-liability.html">California car insurance</a> so, in 2007, it persuaded the private insurance industry to offer a low-cost liability program for about $400 per year. This is not subsidised by the taxpayers. To qualify, you have to go through a means test, i.e. you must:</p>
<p>    * be at least 19 years old;<br />
    * have held a valid driving licence for at least three years;<br />
    * have no recent claims involving injury or death;<br />
    * own a vehicle worth less than $20,000; and<br />
    * earn less than $55,125 for a family of four or $27,075 as a single person.</p>
<p>The premium buys you auto insurance for personal injuries up to $10,000, with $20,000 total injury claims from any one accident, and $3,000 for property damage. This is really basic coverage, but it&#8217;s a lot cheaper than the fine for not carrying insurance and avoids your vehicle being impounded. So look at the conditions. If you qualify, look at the renewal notice from your current insurer and check out what the online insurers are offering. Now decide whether you are prepared to accept this cheap <a href="http://www.allstatescarinsurance.com/usa/california.html">auto insurance</a> to stay legal on the road. There is a clear explanation of the program on the Department of Insurance&#8217;s website at California Low Cost Automobile Insurance Program. This may be the time when some car insurance is better than no car insurance.</p>

When a service industry is acting in an arbitrary way and damaging the interests of consumers, you can usually rely on Sacramento to do something about it. So, for example, the Insurance Commissioner instructed auto insurance companies not to rely on ZIP codes when writing policies. The real basis on which to assess risk should always be the individual driver. It&#8217;s fair to look at the person&#8217;s experience, driving record, how far he or she drives every year, etc. That way you reward the good drivers with lower premiums and hit the bad drivers with higher premiums. This ends the discriminations of higher premiums for people living in predominantly black or Latino communities.</p>
<p>It would be great if we could see this change sweeping across the US, not just in auto insurance, but for all classes of insurance. Unfortunately, the insurance industry has fought the change tooth and nail wherever it has been proposed. Lobbyists with deep pockets have been able to keep the legislators at bay. The ZIP code approach remains the norm.</p>
<p>The most recent piece of research comes out of Chicago and relates to health plans. It seems it&#8217;s cheaper to live in the suburbs. The research used just over 3,000 ZIP codes in the Chicago area and, when analysing the rates charged, found that people living in the blue-collar suburbs west and south of Chicago paid almost 25% less for their insurance than those living in the downtown areas. Similarly, the residents of the northern suburbs paid about 15% less. Spread the net more widely and it turns out that everyone living between 15 and 25 miles from the downtown area pays an average of 13.5% less, while those who have moved 25 to 40 miles out of the city pay an average 25% less.</p>
<p>There are obvious explanations. The hospitals and clinics in different areas attract doctors and healthcare providers with different levels of experience and expertise. Operating costs will also change with local conditions. The level of support for public facilities and programs from local government naturally varies depending on the local tax take and political factors. These affect the rates for services the insurers can negotiate with the local provider networks. And then there are all the intangible factors based on the wealth or poverty of an area, the percentage of people without current <a href="http://www.healthinsurancebible.com/zip-codes-and-premiums.html">health insurance</a>, and so on. Put everything together and profiling by geography may produce very different results. This leaves us with an uncomfortable reality. As it stands, the <a href="http://www.healthinsurancebible.com/">health insurance</a> industry is unregulated. It can charge what it likes using whatever factors it wishes to consider significant. As and when the healthcare reforms pass through Congress, some practices that produce unfairness will disappear, e.g. no more discrimination based on gender, no more discrimination by denying coverage to people with pre-existing conditions, no more caps on lifetime benefits, and so on. But the ZIP code abuse will not be affected. No matter where you live, you will be judged not on your actual health records but the &#8220;accident&#8221; of your address. Perhaps you should consider relocating to a better area to get the best health insurance rates.</p>

			<content:encoded><![CDATA[<p>Rebates have become increasingly popular in the last few years on a lot of items and certainly on electronic items and computers. Rebates of $20, $50 or $100 are not uncommon.</p>
<p>I’ve even seen items advertised as “free after rebate”. Do these rebates come under the heading of “too good to be true”? Some of them do and there are “catches” to watch out for but if you are careful, rebates can help you get some really good deals. </p>
<p>The way a rebate works is that you pay the listed price for an item then mail in a form and the bar code to the manufacturer and they send you a refund thus reducing the price of what you paid for the item except with a time delay of several weeks. </p>
<p>Rule #1. Rebates from reputable companies are usually just fine.</p>
<p>You can be pretty sure you will get the promised rebate from Best Buy, Amazon or Dell but you should probably not count on getting one from a company you’ve never heard of. If you really want the product and are OK with paying the price listed then buy it but don’t count on actually getting the refund. </p>
<p>Rule #2. Check rebate expiration dates.</p>
<p>Many times products will stay on the shelf of a retailer after the date for sending in the rebate offer has expired so check that date carefully.</p>
<p>Rule #3. Be sure you have all the forms required to file for the rebate before you leave the store.</p>
<p>Rebates will almost always require a form to be filled out, a receipt for the purchase and a bar code. </p>
<p>Rule #4. Back up your rebate claim. </p>
<p>Make copies of everything you send in to get your rebate including the bar code. Stuff gets lost in the mail all the time and if the rebate is for $50 it’s worth the trouble to back up your claim. </p>
